JOB SUMMARY:
  • Reporting directly to the Executive Director for Labor Relations & Employee Services, the SENIOR EMPLOYEE SERVICES PARTNER will be responsible for managing a team to support key employee related functions around substitute teacher application, hiring, selection and placement, employment verifications, employee leaves and general updates and maintenance of employee records. This team will also serve as the primary point of contact for all customer service inquiries from employees. 
  • The Senior Employee Services Partner will work closely with the Director of HRIS to ensure systems are in place to capture and store accurate data and to ensure that the reporting and extracting of data is streamlined. 
  • The Senior Employee Services Partner will communicate policy decisions; ensure a high-level of customer service from the team, and set goals and benchmarks with the team. 
  • Key to success in this role is the ability to drive a customer service focus among the team and to ensure that processes are done in an efficient and accurate manner.
 
EXPERIENCE & QUALIFICATIONS:
  • Bachelor's or master's degree in Human Resources, Business Administration, or related fields preferred.
  • Five or more years of professional experience related to Human Resources / Human Capital functions.
  • Experience as a manager or human resources professional in a union environment, preferably in the public sector strongly preferred.
  • General experience and knowledge of public sector employee customer services.
  • Strong interpersonal and communication skills and experience.
  • Management and supervisory experience.
  • Demonstrated success in providing high levels of customer service.
  • Excellent organizational skills and demonstrated ability to multitask and prioritize daily tasks.
  • Ability to work independently as well as with a team.
  • Strong interpersonal and communication skills and experience.
  • Ability to analyze and solve problems in a quick and accurate manner.
  • Experience working effectively with a wide range of constituencies in a diverse community.

DUTIES & RESPONSIBILITIES:
The Senior Employee Services Partner’s responsibilities will include, but not be limited to, the following:

GENERAL:
  • Responsible for managing a team of Employee Services Representatives and allocating work, monitoring productivity and compliance, and ensuring customers receive high-quality service in a timely manner.
  • Report weekly and monthly productivity data to ensure service deliverables are met.
  • Hire, train, evaluate, and develop team members in order for them to succeed and grow in the school department.
  • Serve as a subject matter expert on HR policies and assist the team with questions.
  • Manage all data vaulting and records retention, including ensuring records are stored, secured, and maintained in a confidential manner.

In addition to serving as the leader of the Employee Services team, the Senior Partner will either be indirectly (through managing the team), or directly, (through filling in when necessary), responsible for the following actions:
 
COMPLIANCE AND EMPLOYEE INFORMATION MANAGEMENT:
  • Manage and coordinate all aspects of leaves of absence administration including advising employees, preparation and intake of forms, submission of forms, and any required employee/manager follow-up.
  • Manage and govern medical leaves including, but not limited to, FMLA, RIFMLA, workers compensation, sick bank awards, unpaid leave of absences, etc. in accordance with collective bargaining agreements, laws, and standard operating procedures.
  • Assist with the attendance information management process including training for school based and department staff around time keeping and policies.
  • Support in keeping all school department’s policies and procedures up to date.
  • Maintain employee files in line with school department’s policies and government regulations.
  • Manage and oversee the appropriate application of workers compensation statutes, billing, awards, and administration of the collective bargaining agreements.
  • Coordinate all aspects of the separation process including exit surveys issuance, separation paperwork (i.e. release agreements (when appropriate), and inform all applicable departments of changes (IT, Payroll, etc.).
  • Support confidential employee-related processes and matters as required.

OTHER:
  • Provide responsive and superior customer service to both candidates and employees.
  • Manage and serve as the process owner with substitute staffing which includes hiring and placement.
  • Support onboarding and hiring process, scheduling and coordination of new hire substitute orientations.
  • Maintain confidentiality of all records and transactions.
  • Process employment verifications.
  • Maintain confidentiality and follow school department, state, and federal policies and procedures.
  • Assist with special projects as requested or assigned.
